i guess theres no way to back up the app on target phone and it automatically reinstall from backup on a new device then remotely turn it on from my device?

or put it on the sd card so it reinstalls if card is moved to another device?

You can back up the app in the iCloud, or Google drive. When you restore it to your new phone, you need to open the app to set up the app, like entering the account credential. After that the app will continue to track.
